(D-Lib Magazine)

D-Lib Magazine is an electronic publication with a focus on digital library research and development, including new technologies, applications, and contextual social and economic issues. D-Lib Magazine appeals to a broad technical and professional audience. The primary goal of the magazine is timely and efficient information exchange for the digital library community to help digital libraries be a broad interdisciplinary field, and not a set of specialties that know little of each other.

The Corporation for National Research Initiatives (CNRI) is making D-Lib Magazine available for the advancement of knowledge and practice on digital library research and related matters. Funding was previously provided by the US Defense Advanced Research Projects Agency (DARPA) under Grant No. N66001-98-1-8908 and by the National Science Foundation (NSF) under Grant No. IIS-0243042. Four broad area for future development in the digital library environment are identified and explored. The presentation and display of information is linked to interface design issues and the types of data and services that might be made available. The challenge of organizing resources and services into virtual collections, often based on vendor, product name, or levels of bibliographic access, is considered. Issues concerning the technical architecture of library systems and data are described, including multi-tiered architecture, broadcast search capabilities, and support for a growing diversity of data formats. Rights management and access controls related to resource integrity and user security are discussed.

Abstrak

This paper aims to describe the development and current situation of electronic document delivery by public libraries in Germany, taking into account the impact of the changing regulatory framework of German copyright law and the consequences of law suits against libraries and Subito. The paper describes the current situation. Also, the new licensing strategy of the Subito delivery service and the national licensing strategy for electronic media of German libraries and the German Research foundation come into focus. The negative development of copyright law posed a new challenge for document delivery services in Germany since the statutory licence in German copyright law no longer covers electronic document delivery provided by Subito and other library document delivery services. Licence agreements with publishers or intermediaries such as copyright clearance centres are now necessary to allow delivery of electronic documents. These negotiations have proven to be very complex and controversial, but now a complicated framework of licence agreements has been concluded and will enable German libraries to generally provide electronic documents in the future. DRM-systems, however, still are a challenge for customers and the delivery service. Demand of delivery services has decreased and may decrease even more in the long run due to availability and direct accessibility of electronic documents, together with the national licensing program in Germany. The paper provides a concise summary and gives an impression of the development of document delivery services of German libraries between 2003 and 2008 with special reference to the legal position and changes to German copyright law.

Abstrak

The purpose of this paper is to describe the state of development of Polish digital libraries. The paper describes the establishment of the first digital library in Poland, the creation of the Wielkopolska Digital Library and other regional digital libraries. The organisational and technological solutions used by theselibraries are described. The concept of a single central library and several dozen regional libraries has made possible the creation of more than 40 digital libraries and the establishment of wide co-operation amongdigital librarians. However, the passage to mass digitisation is still proving impossible at present. The situation in Poland indicates a clear necessity for the introduction of appropriate legal regulations to place digitisation among the charter objectives of large libraries. The awarding of small grants does not change the situation, and sometimes even makes it worse. Digital libraries have come into being in large numbers over the last few years; because some of them have been functioning for a number of years, much experience has been acquired. Now it is necessary to move on to the next stage - mass digitisation. Polish libraries are quite unprepared for this. Digitisation continues to be treated by libraries as an experimental rather than a fundamental activity.
